Founder & CEO

Eugene Sayan

Eugene serves as Softheon's Founder, Chairman, and Chief Executive Officer, responsible for guiding Softheon’s mission to increase affordability and access to health coverage.

Eugene has over 30 years of experience developing and nurturing technology solutions for healthcare payers, providers, and government agencies. His success at leading multi-year development initiatives stems from his time orchestrating big data and process management projects for Fortune 1000 companies at IBM.

So far in 2022, Eugene earned the Stevie® Silver Award in the Achievement in Management – Health Products & Services category at the 20th Annual American Business Awards®. Additionally, he was recognized as a finalist in the Entrepreneur of The Year® 2022 New York Awards program.

Robert Mosquera

Robert ensures that internal and external customer systems are stable, resilient, and secure. With over 20 years of combined experience in multiple industries, Robert is well versed in the healthcare, insurance, and finance fields. Having served as Senior Director of IT for Mount Sinai Hospital Systems, he was responsible for the day-to-day oversight of critical data center and server operational teams.

Howard Nolan

Howard has over 35 years of experience in strategic planning, accounting, finance, operations, audit, and corporate governance. Before Softheon, Howard served as the CFO, Chief Operating Officer, and Corporate Secretary for BNB Bank. He formulated strategic financial plans to deliver revenue growth and cost savings through organic and M&A activities.

Ann Mary is a proactive, results-oriented HR professional with over 20 years of proven success in strategic business partner relationships. Ensuring that Softheon hires qualified talent that shares Softheon’s mission, Ann Mary fosters an environment of inclusivity and progress. She leads the culture of Softheon with her experience in human capital planning, mergers & acquisitions, employee relations, and legal compliance.

Nicole Lieberman

Nicole Lieberman leads sales, marketing, and customer success for Softheon's subsidiary, W3LL. She brings a rich history of building out these core competencies, and others, in growth-stage organizations of various sizes. Her strategic approach and business acumen helps W3LL chart a path as it seeks to revolutionize the way brokers and consumers interact with new and changing health insurance options.

Kevin Deutsch

Kevin aids over 90 health plans across the country in their mission to expand and retain coverage by providing a streamlined and efficient shopping, enrollment, and billing experience. Kevin gained extensive experience onboarding payers and integrating them with the ACA Marketplace and other government-sponsored programs. He continues to define himself as an industry expert who shares his wealth of knowledge through thought leadership and speaking engagements.

Leon Eagan

Leon has 20 + years of experience in building and securing IT systems and infrastructures. Most of his career has been in heavily regulated and sensitive environments, including healthcare and the payment card industry. Prior to joining Softheon, Leon worked at McKesson/RelayHealth managing and safeguarding a healthcare analytics platform and its data in the cloud.

Robert Miller

Rob brings over 15 years of experience implementing technology solutions for government agencies. As a leader within Softheon, Rob’s responsibilities lie in defining and executing department vertical and company strategy while being the main point of contact for subcontractors and/or Contracting Officers. Rob excels at translating business requirements into technology solutions designed to meet the unique needs of clients.
