Eugene Sayan | Founder & CEO
Eugene serves as Softheon's Founder, Chairman, and Chief Executive Officer, responsible for guiding Softheon’s mission to increase affordability and access to health coverage.
Eugene has over 30 years of experience developing and nurturing technology solutions for healthcare payers, providers, and government agencies. His success at leading multi-year development initiatives stems from his time orchestrating big data and process management projects for Fortune 1000 companies at IBM.
So far in 2022, Eugene earned the Stevie® Silver Award in the Achievement in Management – Health Products & Services category at the 20th Annual American Business Awards®. Additionally, he was recognized as a finalist in the Entrepreneur of The Year® 2022 New York Awards program.
Howard Nolan | CFO
Howard has over 35 years of experience in strategic planning, accounting, finance, operations, audit, and corporate governance. Before Softheon, Howard served as the CFO, Chief Operating Officer, and Corporate Secretary for BNB Bank. He formulated strategic financial plans to deliver revenue growth and cost savings through organic and M&A activities.
Robert Mosquera | CIO
Robert ensures that internal and external customer systems are stable, resilient, and secure. With over 20 years of combined experience in multiple industries, Robert is well versed in the healthcare, insurance, and finance fields. Having served as Senior Director of IT for Mount Sinai Hospital Systems, he was responsible for the day-to-day oversight of critical data center and server operational teams.
Dana Franke | Vice President of Operations
Dana identifies and improves process efficiencies across Softheon’s business components. Promoting Softheon’s culture of growth, Dana advocates for perpetual incremental change to assure continued success in an ever-changing industry. Once serving as ATRIO Health Plans’ Vice President and Chief Operating Officer, Dana understands the pain points that Softheon’s clients may experience with vendor relations. She utilizes her experience to oversee the billing and enrollment, claims, and appeals processes to ensure client satisfaction and stable operations.
Sarah Pew | General Manager & SVP, W3LL
Sarah heads the strategic and financial planning of Softheon’s subsidiary W3LL. Spearheading a breakthrough into the broker and employer markets, Sarah oversaw the development of a one-stop private-exchange platform and a stand-alone EDE solution for health plans. Currently, she oversees the development of a Portal for brokers to manage their book of business. Along with an ICHRA product that allows brokers to introduce a new coverage option to clients.
Robert Miller | General Manager & SVP, Government Solutions
Rob brings over 15 years of experience implementing technology solutions for government agencies. As a leader within Softheon, Rob’s responsibilities lie in defining and executing department vertical and company strategy while being the main point of contact for subcontractors and/or Contracting Officers. Rob excels at translating business requirements into technology solutions designed to meet the unique needs of clients.
Kevin Deutsch | General Manager & SVP, Health Plan Solutions
Kevin aids over 90 health plans across the country in their mission to expand and retain coverage by providing a streamlined and efficient shopping, enrollment, and billing experience. Kevin gained extensive experience onboarding payers and integrating them with the ACA Marketplace and other government-sponsored programs. He continues to define himself as an industry expert who shares his wealth of knowledge through thought leadership and speaking engagements.

Ann Mary is a proactive, results-oriented HR professional with over 20 years of proven success in strategic business partner relationships. Ensuring that Softheon hires qualified talent that shares Softheon’s mission, Ann Mary fosters an environment of inclusivity and progress.
